The Central Weather Administration issued a heavy rain advisory for several areas, including the northern region of Taiwan, due to the effects of a weather front. On the morning of June 24th, thirty students from National Taiwan Ocean University were participating in a kayaking class in the outer harbor of Badouzi when their vessels capsized.

The Keelung Fire Department received the alert at 7:52 AM regarding the incident. Initial reports indicated that five students had fallen into the water. Due to the strong winds and large waves, the rescue operation presented some challenges. Two students were quickly brought back to the small boat pier. It was also reported that three individuals wearing life jackets were drifting towards the outer coast of Daping.

Fortunately, local fishing vessels assisted in the rescue efforts, bringing four students back to shore. By 8:47 AM, all those involved had safely returned to land. A final count confirmed that all thirty-one individuals (26 students, 1 assistant, and 4 instructors) were accounted for and in good health, not requiring medical attention. The kayaking group, comprised of 7 double kayaks and 17 single kayaks, had begun their excursion around 6:00 AM.
