Trump's High-Stakes China Trade Game: Inside the Negotiation Strategy
Navigating the Complexities of US-China Trade: A Deep Dive into the Strategies and Stakes.

In the world of high-stakes international trade, few relationships are as complex and crucial as that between the United States and China. Days after President Donald Trump's trade negotiating team boarded a flight for critical economic meetings, a twist was thrown into the mix. Trump's decision to publicly float the possibility of cutting tariffs sent ripples through the financial world, signaling a dynamic and unpredictable approach.
This move, while seemingly spontaneous, was not entirely unexpected by his top negotiators. Internal discussions had already considered the possibility of lowering tariffs on China. The element of surprise was reserved for the Chinese officials, as Trump aimed to elevate Treasury Secretary Scott Bessent in their eyes. However, US officials understand that any major agreement will ultimately be cemented between Trump and Chinese leader Xi Jinping.
US Trade Representative Jamieson Greer landed in Geneva, Switzerland, for meetings with top Chinese officials. These discussions aim for outcomes that, while perhaps less ambitious, are still vital. The White House views the China talks separately from its efforts to secure trade agreements with other nations. Advisors see these bilateral negotiations as a tool to pressure China, particularly focusing on early agreements with Indo-Pacific countries such as South Korea and Japan.
The US approach to China is characterized by a focus on de-escalation, followed by demands for China to address Trump's priorities, like the facilitation of fentanyl production and reviving the "Phase One" trade deal. Greer highlighted the goal of establishing a stable foundation for future discussions. Immediate concerns over China's export controls on rare earths may also influence early-stage agreements, though a comprehensive deal remains a long-term prospect.
Current and former administration economic advisors emphasize Trump's unpredictability, which can change the course of negotiations at any moment. They are using the meeting to forge a path out of paralysis. Both sides have announced the meetings in a coordinated fashion. The officials from both sides leading the talks indicate a serious intent to de-escalate. He Lifeng, Xi's top economic official, leads the Chinese delegation. Wang Xiaohong, Xi’s top security aide, is also expected to attend. Greer believes that the meetings include “folks who are serious.”
National Economic Council Director Kevin Hassett noted "very promising signs" from China ahead of the meetings, and describes an environment of "respect, collegiality, and sketches of positive developments." This represents a shift from the initial months of Trump's second term, where Chinese officials struggled to connect with their US counterparts, leading to frustration. China's retaliation, which Trump's advisors warned against, deepened the rupture in the relationship. US officials maintain that China’s economy cannot sustain a drawn-out trade war.
American officials pointed to outreach from Chinese officials that sparked the meeting. The White House views Trump’s focus on a potential economic deal with Xi. His fixation on Xi and a potential sweeping economic deal has been a public feature of his first and second terms in the White House, often to the chagrin of his most hardline advisors. "It’s his white whale," a first-term Trump White House official told CNN. "Think of it like his desire to win the Nobel Peace Prize – a huge China deal is the economic version of that.”
