US Reverses Course on AI Chip Export Controls, Targeting Huawei's Ascend Chips

The United States is set to overhaul its regulations on AI semiconductor exports, signaling a major shift in policy. The move involves scrapping the three-tiered chip export control plan initiated under the Biden administration. This plan, which had faced strong opposition from both US allies and major corporations like NVIDIA and Oracle, will be withdrawn.

Furthermore, the Department of Commerce is preparing regulatory guidance that explicitly states that the use of Huawei's Ascend AI chips "anywhere in the world" will be considered a violation of US regulations.

The US Department of Commerce announced on Tuesday that it would be rescinding the "AI proliferation rule" proposed by former President Biden. This rule would have implemented a three-tiered export control system for countries seeking access to AI chips, originally scheduled to take effect on the 15th of this month. Sources indicate that the government is formulating its own plan, potentially involving individual agreements with various nations.
