Taiwan Bolsters Civil Defense: Proposed Changes to Reservist Training
Enhancing National Resilience in the Face of Global Challenges

Taipei, March 23 – The Ministry of Interior (MOI) and the Ministry of National Defense (MND) in Taiwan have put forward significant amendments to the civilian service reservist call-up system. These changes aim to strengthen civil defense capabilities, preparing the nation for emergencies ranging from natural disasters to potential conflicts.
Currently, the existing regulations for alternative civilian service reservists mandate one day of annual training for eight years following the completion of mandatory service. While the training duration can exceed one day, it is currently capped at 60 days per year.
However, the proposed amendments eliminate the 60-day annual limit, implying that reservists may now be subject to longer training periods. Furthermore, the revisions allow authorities to call up reservists who completed their mandatory service more than nine years prior.
The MOI explained to CNA that these proposed changes are driven by the urgent need to bolster civil defense capabilities in light of "global climate change, major natural disasters, and rising international tensions." This indicates a proactive approach to address multifaceted threats.
All male citizens in Taiwan, upon reaching 19 years of age, are required to complete one year of either compulsory military service or alternative civilian service. Following their initial service, they are designated as reservists and are subject to periodic call-ups until their discharge.
The MND has previously implemented policies to enhance the combat readiness of military reserve forces. In 2024, training call-ups for military reservists were increased to two weeks, from the previous five to seven days, and can now occur annually, instead of every two years.
