In the ongoing Taipei District Court proceedings concerning the controversial Jinghua City case and former Taipei Mayor Ko Wen-je, a key witness provided significant testimony. Former Taipei City Urban Development Bureau Director Lin Zhou-min testified, shedding light on the matter.

Lin stated that during his tenure, he handled the requests from the Wei-King Group regarding the Jinghua City project. He further revealed that he submitted a memorandum to then-Mayor Ko Wen-je, detailing the situation. Lin added that Ko Wen-je, during a housing justice forum, stated, "Letting go of Jinghua City means a difference of NT$10 billion," which, as Lin noted, illustrates the substantial financial implications of the matter.

The morning's court session saw prosecutor Chen Si-li questioning Lin Zhou-min. Lin testified that the Jinghua City case was a significant matter for the Urban Development Bureau, spanning the tenures of three mayors: Chen Shui-bian, Hau Lung-bin, and Ko Wen-je. Lin mentioned that during Ko's term, a morning meeting system was established, with an average of twenty to thirty attendees. He emphasized that he regularly briefed Mayor Ko on the Jinghua City case, including providing a memorandum on August 22, 2017, which also included the then-Deputy Mayor Lin Chin-jung.
