A 47-year-old driver, Huang, was operating a concrete mixer truck when it suddenly lost control and overturned, spilling its load of sand and gravel across the roadway. Fortunately, Huang sustained only minor injuries and did not require hospitalization.

He reported that while driving through the area, his steering wheel inexplicably locked up without any prior warning, rendering him unable to control the vehicle and leading to the rollover.
