Heavy rainfall, driven by the outer bands of Typhoon Fengshen interacting with the northeast monsoon, has led to significant downpours across Taipei City and New Taipei City on October 20th. In response to the severe weather, the Ministry of Agriculture's Debris Flow and Large-Scale Collapse Disaster Emergency Response Team issued a "1020 Heavy Rain Debris Flow and Large-Scale Collapse Warning Forecast" starting at 12:30 PM. The team utilized mobile phone alerts to notify residents in vulnerable areas, urging them to evacuate immediately from potential debris flow zones. The debris flow warnings are in effect from 6:41 PM on October 20th until 12:41 AM on October 21st. Specific areas have been placed on alert. In New Taipei City, Hongnei Village and Changqing Village in Xizhi District, along with Bishan Village in Neihu District, Taipei City, have been designated as Yellow Alert zones, advising residents to prepare for potential evacuation. Dongshan Village in Xizhi District has reached Red Alert status, mandating immediate evacuation under the guidance of local authorities.
