高雄 (Kaohsiung) Mountain Slope Cleared for Solar Farm, Raising Concerns Over Mudslides

A 51-hectare mountainside in the DaShu District of 高雄市 (Kaohsiung City), Taiwan, has been cleared for the construction of a solar farm, sparking concerns among local residents. Comparing satellite images from three years ago reveals a stark transformation: once lush, green forests have been "shaved" to bare earth, creating multiple barren patches.

Recent heavy rainfall has triggered significant soil erosion and mudslides, with the flow of debris dangerously close to a populated area, just 100 meters away. Residents are deeply worried, fearing that future storms could result in flooding that endangers their homes.

The Ministry of Economic Affairs' Energy Administration approved the solar farm development plan in HeShan Village, DaShu District. Since November 2020, the Taiwan Water Corporation has leased land on the northern side of the village to a company for the project, with the lease extending until October 2027. The construction is divided into two phases. The first phase proceeded amid resident protests. The second phase was halted in May by the city government due to inadequate soil and water conservation measures.
