The photograph, shared by a user named 賴 (Lai), captured the scene on 孝三路 (Xiao San Road), showing the individual lying on a public bench. The person was entirely enveloped in a transparent plastic rain cover, prompting concern and debate on social media platforms dedicated to Keelung news and happenings.

The photo sparked strong reactions, with comments ranging from expressions of sympathy to critical observations. Many recognized the desperation behind the act, acknowledging the struggle for survival in harsh conditions. The 天行者慈善協會 (Skywalker Charity Association) of Keelung, responded swiftly. They located the individual at the original site late on December 29th, still wrapped in the plastic. The person, confirmed to be a homeless woman, declined assistance and chose to leave the area on her own accord.
